Choose the first useful fixes

Start where a visitor gets stuck.

If people cannot tell how to request help, fix the program and contact information first. If the giving link is hard to find or does not work, review that path next. If no one has publishing access, resolve ownership and the update process before investing in a redesign.

A useful project brief identifies the audience, the pages they need, the tools already in use, the content owner, and a realistic first-release budget. That gives a website provider something concrete to quote and your team something clear to approve.
